Public Open Spaces: Enabling or Impeding Inclusive Evacuation during Disasters

During disasters the death of persons with disabilities is higher than that rest population. This problem has many causes, and one them to do conditions physical environments which are not accessible for all, implying people require more time effort try escape from dangerous places, protect themselves, reach safety areas such as public spaces where can gather, help each other, remain safe at least during first hours an emergency. Thus, identifying main problems could prevent becoming risk handling inclusion resources a disaster within social production settings purpose this research. The methodology used includes literature review, spatial audits based on reduction standards all three neighborhoods city Quito in Ecuador, focus groups neighbors, their families. case studies selected Atucucho, Carapungo Auqui de Monjas, present high levels have characteristics territories. results show need attention enable become different dimensions; refers informational elements must comply universal accessibility requirements provide autonomy all; second dimension connectivity, both ability generate network close community well multi-modal mobility; third cultural aspects often feel friendly because these being occupied by other young or they privatized some way.
